The EL PAcCTO programme supported 7 Latin American countries in the creation of the first Instrument for Threat Documentation and Assessment in Latin America (“IDEAL”), which will serve to define public policies in the Latin American region in terms of citizen security, thus making it possible to establish priorities and strengthen strategies to fight transnational organized crime.
The presentation of the strategic threat assessment document, prepared in close collaboration with Bolivia, Chile, Costa Rica, Ecuador, El Salvador, Mexico and Panama, will take place on 13 July in Lisbon, in person and remotely. The inauguration will be attended by the Minister of Justice of Portugal, Francisca Van Dunem, and senior political representatives from Latin America and Europe.
Threats in eight areas of crime
Bolivia, Chile, Costa Rica, Ecuador, El Salvador, Mexico and Panama have identified the 8 areas of crime that they consider a priority to combat and that have a very strong impact on the region, among them are:
- Drug trafficking
- Human trafficking
- Cybercrime
- Crimes against property
- Smuggling
- Environmental crimes
- Illicit arms trafficking
- Money laundering
In addition, Argentina, Brazil, Colombia, Peru, and Paraguay have expressed an interest in participating in the evolution of the IDEAL 2.0 tool.
To arrive at the preparation of the strategic document, EL PAcCTO has carried out numerous bilateral and multi-country remote activities with the official representatives of the 7 countries that have participated in the threat analysis, giving rise to the compilation of all the necessary information. through a secure platform specifically created for IDEAL. The final product was unanimously approved by the representatives of the 7 partner countries and will be presented on 13 July.
